The Arbiter is a protoss psionic assault warship specializing in providing strategic movement and crowd-controlling support.
Game Unit
Legacy of the Void
Arbiters are playable in the campaign of Legacy of the Void as a choice for an assault ship, along with the void ray and destroyer. The arbiter retains its cloaking field, recall, and stasis field abilities.
- Cloaking field passive ability cloaks all nearby friendly units, but not arbiters themselves. A popular strategy is to attach arbiters and observers to a carrier group. The carriers attack from under the cloak, and ward off attacks on the uncloaked arbiters.
- Stasis ability can cut an enemy attack wave in half, allowing allied forces to eliminate foes in smaller, more manageable groups. A popular strategy is to use stasis to disable high threat units, like siege-tanks or capital ships, while destroying weaker enemies.
- Recall ability offers a powerful means of strategic movement. Arbiters may use recall to teleport allied forces into an enemy base, circumventing any defenses. Recall is of particular importance as the campaign does not allow the player to use warp prisms or other transports, making Recall the only reliable way to remotely move forces around the map.
The arbiter is much more of an offensive-support craft than the void ray and destroyer, but its force-multiplier abilities remain effective when used correctly. While the mothership is also available in the campaign, the player is still limited to only one, but may have multiple arbiters.
Abilities
Traps enemies in area of effect in stasis for duration. Units in stasis cannot move, attack, be attacked, use abilities, or be affected by abilities.

Co-op Missions
Fenix has a combat suit named the Cybros arbiter that he can deploy in Co-op Missions, which utilizes the base arbiter abilities. Unlike the regular Arbiter, its cloaking field also affects itself, but it must be manually activated and rapidly drains energy to sustain.[1] The Vanguard of Aiur and Fleet of the Matriarch enemy compositions include Arbiters, albeit they do not utilize their Stasis Field and Mass recall abilities, only the cloaking field. They only appear in tier 6 and 7 waves, the endgame ones.
